Purchasing
As a public housing authority, NLRHA is bound by Federal and State laws as well as board approved procurement policy. The Purchasing and Technical Services Departments operate in accordance with these laws as follows:
Small Purchases:
Purchases equal to or below $1,000, only one quotation may be solicited if the price perceived is considered reasonable.
Purchases over $1000 but not exceeding $10,000, no less than three offers shall be solicited to submit price quotations. Award shall be made to the offer providing the lowest acceptable quotation based on price and other specified factors. (Except in the case of safety and/or comfort of the residents, the threshold can be raised to $25,000.)
Formal Solicitation:
Sealed bidding, competitive proposals and purchases in excess of $10,000 or where noted requires a formal Invitation for Bids (IFB), Request for Proposals (RFP), or Request for Qualifications (RFQ). These solicitations will be advertised in local papers and posted on the North Little Rock Housing Authority’s website.
